Are these "NO FISHING" signs legal????

Are these "NO FISHING" signs legal????

I like to fish in east hollywood with my 5 year old girl.
It is 3 blocks from our house and its a great spot it is on public property.
There are no fishing signs there ,but i believe they may have been put there just to deter people without it being truly
the law the signs dont have an ordinance # , and i cannot find the rule in the city of hollywood .

Of course there is one guy that constantly threatens to call police, has nothing else better to do.
If anyone can help with this is greatly appreciated
